Columns

Column	Meaning
`record_id`	Stable short row ID assigned by the consolidation step (prefix plus number).
`ministry_now`	Current ministry name.
`name_vi`	Vietnamese name.
`predecessors`	Predecessor ministries.
`legal_basis`	Legal basis (instrument and article).
`effective_date`	Date the structure took effect.
`units_relevant_to_alt_protein`	Units relevant to alternative protein.
`sector_roles`	Sector roles.
`source_ids`	Source IDs (see sources.csv) supporting the row, separated by semicolons.
`evidence_label`	VN-direct (evidence about Vietnam), VN-adjacent (comparable country, transfer assumed) or general.
`confidence`	High (primary source read), Medium (reputable secondary or primary read in part) or Low (single claim, press, company marketing).
`notes`	Free-text notes from the research agent and, where stated, the consolidation step.
