20. Robust moves: what to do now that pays off in any 2050

Testing 21 candidate moves against the four 2050 worlds gives nine no-regret moves that pay off in all of them: a national protein and feed balance, a feed-efficiency and formulation programme, new-food and new-feed routes with deadlines, shared pilot and trial capacity, a protein-quality laboratory with an open price series, residue-carbon rules, an omega-3 sourcing plan, climate-proof siting and process-engineering skills. Six options are cheap to hold, four bets should wait for named signposts, and two hedges limit the damage of bad worlds. Most no-regret moves are public, cheap and can start in 2026 to 2028.

In one paragraph. A scenario set is useful only if it changes what people do today. We tested 21 candidate moves, drawn from edition 1.0's policy options and plays and from the futures research, against the four worlds of Scenarios 2050. Nine are no-regret: they pay off whichever world arrives, most are public goods, and most can start in 2026 to 2028 at modest cost. Six are options: cheap to hold now, valuable in some worlds. Four are bets that should wait for named signposts, because they pay off in one world and lose money in others. Two are hedges that limit the damage of the bad worlds. The single strongest lever in the evidence, feed efficiency and formulation, is not an alternative-protein technology at all; it is the base on which every alternative protein will be sold.

Edition 1.0 public-good plays fold in. Of the public-good plays P1 to P6 (Plays), P1 and P2 become RM-03; P3 sits in RM-02 and RM-04; P4 and P6 become RM-05; P5 becomes RM-06. All six were already scored no-regret or robust in Scenarios 2050; the related policy options are in Policy options.

Cutting the annual capital charge from 12% to 9% lowers the 2030 low-end cost of fungal feed protein to about USD 3,610 per t of protein with no learning at all, close to the central learning case in 2030 (USD 3,557 after two doublings of output). 20.4 Two hedges

  • RM-20 Diversified feed-protein sourcing and working stocks. Multi-origin contracts, formulation flexibility and stocks of soybean meal and fishmeal sized to recent shocks. The 2026 Middle East conflict helped raise Vietnamese feed prices 10 to 14% between January and April 2026 44,33 . Protects against worlds C and D; costs little in A and B.
  • RM-21 Import monitoring and equal standards for protein imports. Track volumes and unit values of microbial and fermented protein imports, and apply the same feed-safety and quality rules to imports and domestic products. No baseline series exists today . Limits the damage of a dumping episode in worlds B and D without closing the market.

20.7 What we could not resolve

The futures round leaves open questions that decide which world is unfolding and how large the moves should be. The most important: the current status of Thai Duong Feed's yeast-protein line; Vietnamese time series of feed conversion and soybean-meal inclusion; the purity and volume of CO2 at named sites; whether full-scale fermentation plants qualify for hi-tech agriculture zone incentives; and whether NDC 3.0 will add agriculture or livestock caps for 2035.
