P. Administrative map after the 2025 reforms

Vietnam redrew its provincial map and merged several ministries in 2025. Every location and agency name in this report uses the new map and the new names. This appendix is the reference for doing so. It is built from provinces.csv (34 rows) and ministries.csv (6 rows).

#P.1 What changed, and when

The result is 34 provincial-level units: 28 provinces and 6 centrally governed cities (Hanoi, Hue, Hai Phong, Da Nang, Ho Chi Minh City and Can Tho) ¹ VN-directHigh. The 11 unchanged units are Hanoi, Hue, Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa and Son La ¹ VN-directHigh. We did not verify the final number of communes.

#P.2 The 34 provincial-level units

Area and population as stated in Resolution 202/2025/QH15 for merged units; not given there for unchanged units ^1,2,3 VN-directHigh.

Unchanged units were not reorganised at provincial level, but their communes were still reorganised ¹ VN-directHigh.

#P.3 Seven units named after one former province and run from another

In 7 merged units, the name comes from one former province and the administrative centre from another. This matters for company addresses and for which office handles a licence ^2,3 VN-directHigh.

#P.4 Where the alternative-protein clusters now sit

The clusters below are the ones this report relies on. Each row gives the current unit, the former unit in brackets, and the evidence that places the activity there. Details are in Feedstock data sheets and Facilities and capacity.

Size of the units that matter most, from Resolution 202 ¹ VN-directHigh: Ho Chi Minh City 14.0 million people; An Giang 4.95 million; Dong Nai 4.49 million; Vinh Long 4.26 million; Can Tho 4.20 million; Tay Ninh 3.25 million; Ca Mau 2.61 million; Khanh Hoa 2.24 million.

#P.5 The end of the district tier

• From 1 July 2025, local government has two tiers: province and commune (including wards). District-level units no longer exist ² VN-directHigh.
• Addresses now read "ward or commune, province". For example, Entobel's plant is at Lot 05, Street N3, Dat Do I Industrial Zone, Dat Do commune, Ho Chi Minh City ¹⁷ VN-directMedium.
• Licensing moved up, not down. Many feed and aquafeed procedures now sit with provincial People's Committee chairs: feed factory certificates, supplement-feed appraisal, import licences for unpublished feed, aquafeed trial recognition and import licences for unlisted aquafeed ^40,41 VN-directHigh. Expect provincial officials, not district officials, to handle them. See G. Regulation.
• The number and date of the Law on Organisation of Local Government that sets the two-tier model were not verified ² VN-directMedium.

#P.6 Ministries after the 2025 restructuring

From ministries.csv. All took effect on 1 March 2025, except the provincial row (1 July 2025).

• The unit lists for MOF, MOIT and MOH were not read; only titles and dates are confirmed ^45,46,48 VN-directMedium. The MAE unit list comes from the wave 1 reading of Decree 35/2025 ⁴³ VN-directHigh.
• Livestock production and veterinary services were merged into one MAE department ⁴³ VN-directHigh.
• One ministry (MAE) now holds feed, aquafeed, GMO biosafety, genetic resources and carbon, and one (MOST) holds standards, the sandbox, high-tech status and IP ^4,44,43 VN-directHigh.

#P.7 Practical rules for reading pre-2025 statistics and addresses

1. Name the new unit first. Write "Tay Ninh (former Long An)" or "Ho Chi Minh City (former Ba Ria-Vung Tau)" on first use in a page. Use the former name alone only when quoting a historical document.
2. Re-aggregate before comparing. Provincial statistics before July 2025 use the 63-unit map. To compare them with later data, add up the former units listed in the former_units column of provinces.csv. Do not compare a pre-2025 "Tay Ninh" figure with a post-2025 one: the new unit also contains former Long An. We expect official series from 2025 onward to use the 34-unit map but did not verify this.
3. Watch the split-name units. In the seven units in section P.3, the provincial offices sit in a different former province from the one that gave the unit its name.
4. Drop districts from addresses. Older addresses that name a district are correct for historical documents but should be converted to "ward or commune, province" for current licences and contracts.
5. Map facilities through their former province. An industrial zone, plant or port keeps its own name; look up its former province, then read the new unit from provinces.csv. In the report's data files, the province_current and province_former columns were filled this way and left blank where a location was vague or ambiguous.
6. Expect some bodies to keep old names. Some utilities and firms still publish under former provincial names; for example, BIWASE still publishes its own water tariff for former Binh Duong, now part of Ho Chi Minh City ⁵⁰ VN-directMedium.
7. Use the new ministry names. Write MAE, MOST, MOF, MOIT and MOH for anything after 1 March 2025, and "MARD (now MAE)" for older documents ⁴ VN-directHigh.
8. Mind the population sources. Resolution 202 gives dossier figures with no stated reference date; the statistics office and the UN give national totals that differ by about 0.7 million for 2025 (see O. Outlook data) ^1,51,52 VN-directMedium.
