Column	Meaning
`oq_id`	Open question ID (OQ-nnn).
`topic`	Topic area.
`priority_rank`
`unblocks`
`question`	The open question.
`why_it_matters`	Why it matters, where the note says.
`cheapest_way_to_close`	Cheapest way to close it (merged items separated by "\|").
`owner_org_to_ask`	Organisations named as the ones to ask or read, extracted from the text.
`from_note`	Research note(s) the row was extracted from (path under working-papers/).
`status`	open or partly closed (partly closed where a later wave answered part of it).
`notes`	Merged near-duplicates (with their original wording) and what later waves found.
