20. Robust moves: what to do now that pays off in any 2050
Testing 21 candidate moves against the four 2050 worlds gives nine no-regret moves that pay off in all of them: a national protein and feed balance, a feed-efficiency and formulation programme, new-food and new-feed routes with deadlines, shared pilot and trial capacity, a protein-quality laboratory with an open price series, residue-carbon rules, an omega-3 sourcing plan, climate-proof siting and process-engineering skills. Six options are cheap to hold, four bets should wait for named signposts, and two hedges limit the damage of bad worlds. Most no-regret moves are public, cheap and can start in 2026 to 2028.

In one paragraph. A scenario set is useful only if it changes what people do today. We tested 21 candidate moves, drawn from edition 1.0's policy options and plays and from the futures research, against the four worlds of Scenarios 2050. Nine are no-regret: they pay off whichever world arrives, most are public goods, and most can start in 2026 to 2028 at modest cost. Six are options: cheap to hold now, valuable in some worlds. Four are bets that should wait for named signposts, because they pay off in one world and lose money in others. Two are hedges that limit the damage of the bad worlds. The single strongest lever in the evidence, feed efficiency and formulation, is not an alternative-protein technology at all; it is the base on which every alternative protein will be sold.
20.1 Nine no-regret moves
| Move | What it involves | Lead actors | Start by | Why it pays off everywhere |
|---|---|---|---|---|
| RM-01 Publish a national protein and feed balance | Yearly balance of feed protein by source and origin, with soybean-meal inclusion and feed conversion by species | MAE; NSO; feed association | 2028 | The two largest levers in the balance model are unmeasured; every tracked foreign target has a statistic 3,4 |
| RM-02 Feed-efficiency and formulation programme | Amino acids, low-protein diets, precision feeding, by-product meals, feed-conversion benchmarks; soybean-meal inclusion falling 1 to 2% a year (relative) | MAE; integrators; feed mills; universities | 2027 | At 1% a year, with faster feed-conversion gains, cuts 2050 soybean-meal need by about 3.4 Mt in the model; China achieved a comparable pace 5,6 |
| RM-03 New-food and new-feed-ingredient routes with deadlines | A new-food procedure with statutory timelines and reliance on reference regulators; aquafeed entries for microbial biomass and algal oils | MOH; MAE | 2027 to 2028 | Needed to import approved ingredients as well as to make them; the Food Safety Law window is open now 7,8 |
| RM-04 Shared pilot and feed-trial capacity | 10,000 to 30,000 L of open, food-grade pilot fermentation; public tank and pond trials | MOST; Ho Chi Minh City; universities; DFIs | 2030 | Rivals site pilot capacity in designated zones; Vietnam has none 9,10 |
| RM-05 Protein-quality laboratory and open price series | Accredited testing for protein quality, authenticity and contaminants; a public price and cost series | MOST; MAE; a university | 2028 | Imports and domestic products need the same checks; adulteration is a listed wildcard (X. Drivers and signals); edition 1.0 found no Vietnamese laboratory offering amino-acid digestibility tests 11 |
| RM-06 Residue-carbon rules and a by-product atlas | Mapped volumes of cassava pulp, straw, stillage and brewery streams; collection contracts; feed-safety rules for side streams that match export-market rules | MAE; provinces; industry | 2028 | Straw must be fully collected on 1 million ha by 2030; EU feed law bans some waste streams 12,13 |
| RM-07 Omega-3 sourcing plan for aquafeed | Qualify algal and oilseed omega-3 oils in shrimp and marine-fish feeds; track EPA plus DHA needs | Feed mills; MAE; research institutes | 2028 | Omega-3 is a tighter constraint than protein, and the alternatives are commercial 14,15,16 |
| RM-08 Climate-proof siting | Raised sites and surface water in the Mekong; process designs for cooling water at 40 °C | Provinces; MAE; investors | 2027 | Subsidence of about 1.1 cm a year; plants built after 2035 in coastal Ca Mau or Vinh Long face flood risk in their lifetime 17,18,19 |
| RM-09 Process-engineering skills | Fermentation operators and senior process engineers; industry placements | MOET; MOST; universities; industry | 2027 | Senior process talent is the named bottleneck; graduate targets already exist 20,21 |
Edition 1.0 public-good plays fold in. Of the public-good plays P1 to P6 (Plays), P1 and P2 become RM-03; P3 sits in RM-02 and RM-04; P4 and P6 become RM-05; P5 becomes RM-06. All six were already scored no-regret or robust in Scenarios 2050; the related policy options are in Policy options.
20.2 Six options: cheap to hold
| Move | What it involves | Pays off most in | Start by | Evidence |
|---|---|---|---|---|
| RM-10 Reserve hub sites | Name fermentation and feed-protein sites in the MAE biotechnology-cluster plan (due December 2026) and in provincial hi-tech agriculture zones | A, C (D partly) | 2026 to 2027 | The bioeconomy map is still blank; provinces can now create hi-tech agriculture zones themselves 22,23 |
| RM-11 Small permanent protein-innovation fund | USD 5 to 15 M a year, reviewed each five-year plan | A, C; useful in all | 2027 | Denmark about USD 12 M, Germany about EUR 6 M and Canada about USD 22 M a year 24,25,26 |
| RM-12 Concessional finance window | DFI co-finance and guarantees with a feed-mill offtake, ready to open when a signpost trips | C, D | 2028 (ready) | Cutting the capital charge from 12% to 9% does as much as the cost learning expected by 2030 (our calculation) |
| RM-13 Join regional approval and statistics networks | Take part in any ASEAN reliance work and in the EU-style balance-sheet method | A, C | 2027 | Reliance is how smaller regulators keep pace 27,3 |
| RM-14 Seed research on cultivated seafood cells and gas fermentation | Small programmes with foreign partners on Vietnamese species and gas-fermentation strains | A, C | 2028 | Vietnam has 2 of 494 gas-fermentation papers 28 |
| RM-15 Clear rules for second-hand fermentation equipment | Customs and tax treatment; a register of available used tanks, 2027 to 2030 | C (A and D partly) | 2027 | Meati's assets sold for USD 75,000 against a USD 15 to 20 M valuation 29 |
Bối cảnh và nguồn
Cutting the annual capital charge from 12% to 9% lowers the 2030 low-end cost of fungal feed protein to about USD 3,610 per t of protein with no learning at all, close to the central learning case in 2030 (USD 3,557 after two doublings of output). Our calculation (ecf_calc.py) on the chapter 9 cost stack. 30,31,32,33,34,35,36,37
20.3 Four bets, each with a trigger
| Bet | Pays off in | Trigger before scaling | Why wait |
|---|---|---|---|
| RM-16 Bulk microbial feed-protein capacity beyond about 1% of feed protein | C (D partly) | Fishmeal above USD 2,500 per t for 12 months, and pilot cost within 1.2 times fishmeal-protein parity | No national feed system has reached 1% novel protein 38 |
| RM-17 Protein-from-power demonstration on the Mekong shrimp coast | C (A partly) | Delivered green hydrogen below USD 2 per kg and firm renewable power below USD 45 per MWh | The five conditions of Frontier technology; the flagship hydrogen plant had only a fence, gate and part of its roads in May 2026 39 |
| RM-18 Contract precision-fermentation plant for export | A (C partly) | A new-food route, an ASEAN reliance mechanism or regional capacity outside China, and an anchor customer | Works today only for high-value proteins 40,41 |
| RM-19 Cellulosic sugar from rice straw | C (A partly) | An Asian straw plant above 80% of design capacity for a full year | Every Western commercial plant has shut; India's reached 62% 42,43 |
Triggers map to the signposts in signposts_2050.csv. A bet placed before its trigger trips is a speculative investment, not a policy.
20.4 Two hedges
- RM-20 Diversified feed-protein sourcing and working stocks. Multi-origin contracts, formulation flexibility and stocks of soybean meal and fishmeal sized to recent shocks. The 2026 Middle East conflict helped raise Vietnamese feed prices 10 to 14% between January and April 2026 44,33 . Protects against worlds C and D; costs little in A and B.
- RM-21 Import monitoring and equal standards for protein imports. Track volumes and unit values of microbial and fermented protein imports, and apply the same feed-safety and quality rules to imports and domestic products. No baseline series exists today . Limits the damage of a dumping episode in worlds B and D without closing the market.
Robust moves across the four worlds

20.5 Sequencing: the first three years
20.6 By actor: the first move
| Actor | First move | Why first |
|---|---|---|
| MAE | Commission the protein and feed balance; add microbial biomass and algal oils to the aquafeed lists | The statistic enables every target; the lists are the cheapest route opening |
| MOH | A new-food procedure with timelines and reliance | The one window that closes (2026 to 2027) |
| MOST and Ho Chi Minh City | An open food-grade pilot plant | Rivals already have one |
| MOF and DFIs | A ready-to-open concessional window | Cheaper capital does as much as the learning expected by 2030 |
| Provinces (Tay Ninh, Ca Mau, Vinh Long, Dong Thap, Can Tho) | Raised, surface-water sites and residue-collection contracts | Land and water decide 25-year plant economics |
| Feed mills and integrators | Share anonymised inclusion and conversion data; qualify one non-marine omega-3 oil | The largest lever is theirs |
| Investors | Underwrite robust plays; hold bets as options with named triggers | Returns depend on which world arrives |
| Startups | Species-specific functional feed ingredients on local carbon | Holds in every world |
| Research bodies | Measurement of feed conversion and inclusion; process know-how on local strains | Fills the two largest gaps in the evidence |
| International bodies | Technical help on the balance sheet and the review cycle | A public good others can use |
20.7 What we could not resolve
The futures round leaves open questions that decide which world is unfolding and how large the moves should be. The most important: the current status of Thai Duong Feed's yeast-protein line; Vietnamese time series of feed conversion and soybean-meal inclusion; the purity and volume of CO2 at named sites; whether full-scale fermentation plants qualify for hi-tech agriculture zone incentives; and whether NDC 3.0 will add agriculture or livestock caps for 2035. All are logged in Q. Open questions with the futures prefix, and disagreements between sources in R. Disagreements.
