L. Pilot facilities, laboratories and talent

This appendix is a practical map for founders and funders: where in Vietnam to run a pilot batch, get a product tested, run the official feed trial a new ingredient needs, rent land or lab space with incentives, hire graduates, and buy or build process equipment. It draws on a wave 2 infrastructure pass (direct reads of known pages, no web search) and the wave 1 industry and research notes (sources INF, IND and RD in sources.csv).

Many official sites failed to load in wave 2, so an absence in this appendix often means "not published on the pages we could read", not "does not exist". Every row marked "ask" should be confirmed by phone before a founder relies on it. Industrial plants that could host a line (fermentation, starch, feed mills) are in Facilities and capacity; the rules that trigger a feed trial are in G. Regulation.

#L.1 Key findings

1. No Vietnamese facility publicly offers food-grade pilot fermentation to outside firms. FIRI's pilot centre lists soymilk, tofu, juice and powder processes and a bag-filling line, but no fermenters; the Ho Chi Minh City Biotechnology Center lists agri and aqua services, not contract fermentation ^1,2 VN-directTrung bình.
2. FIRI's NACEFA is the most specific testing laboratory found: ISO/IEC 17025 under VILAS 259, more than 100 accredited parameters and more than 300 offered, designated by MAE to test imported feed ingredients and by MOIT for imported food ³ VN-directCao.
3. No laboratory page we read lists an amino-acid profile or a protein-digestibility assay. PDCAAS and DIAAS work will probably need an overseas laboratory for now ^3,4,5,6,7 VN-directTrung bình.
4. The state feed-trial system was reorganised. Livestock feed trials move to the Central Livestock and Veterinary Trial and Testing Centre I (Hanoi) from 1 October 2026; aquafeed trials sit with one national centre with sub-centres in Can Tho and Ho Chi Minh City ^8,9,10 VN-directCao.
5. Saigon Hi-Tech Park is the best-documented southern base: 913 ha, 165 projects, USD 14.08 billion registered, with an incubator, an R&D centre and a biotechnology centre ¹¹ VN-directCao.
6. Decree 263/2026/NĐ-CP (effective 1 July 2026) lets provinces create hi-tech agriculture zones, with incentives including priority for state R&D funds and up to 70% interest subsidy on loans to commercialise technology ¹² VN-directTrung bình.
7. Can Tho University alone admits 860 students a year across food technology, biotechnology and aquaculture (2026); a national intake figure could not be built ¹³ VN-directCao.
8. No local maker of sanitary stainless fermenters, extruders or spray dryers was confirmed. Rieckermann offers turnkey process lines in Vietnam; HTG Engineering builds food-grade utilities and cleanrooms ^14,15 VN-directTrung bình.

#L.3 Pilot and scale-up facilities

Industrial capacity is not rentable either. Our modelled estimate of installed aerobic, aseptic fermentation volume is about 11,000 to 34,000 m3, almost all inside three captive amino-acid producers (Vedan, Ajinomoto, Daesang), and none of them publishes a toll-fermentation or CDMO offer ^34,35,36 VN-directThấp. The realistic routes to scale are therefore own equipment, a structured deal with an incumbent, or the frozen-food co-packers that already make chay (Facilities and capacity).

National key laboratories relevant to food and biotechnology were not established in this research; a National Key Laboratory of Gene Technology at IBT VAST is reported from agent knowledge only and was not verified.

#L.4 Testing laboratories and accreditation

Notes:

• The absence that matters. No laboratory page read lists an amino-acid profile or an in vitro or in vivo protein-digestibility assay ^3,4,5,6,7 VN-directTrung bình. The research literature confirms the gap from the other side: no Vietnamese DIAAS or PDCAAS study was found (K. Research landscape). A novel-food or novel-feed dossier that needs protein-quality data will probably use an overseas laboratory for now.
• Accreditation search. The Bureau of Accreditation's accredited-body search has about 190 pages of results and filters by programme, field, province and status, but it works through form submission, so the full food-laboratory list could not be pulled ¹⁸ VN-directCao.
• Not reached: Warrantek (DNS failure), Intertek, Bureau Veritas, Vinacontrol, QUATEST 1 and 2, the Pasteur institutes.
• Location. QUATEST 3's new Dong Nai branch puts accredited state testing next to the Dong Nai fermentation cluster (Vedan, Ajinomoto) ⁶ VN-directTrung bình.

#L.5 State feed and aquafeed trial centres after the 2025 to 2026 reorganisation

#When a trial is needed

A new livestock feed raw material that is not on the permitted list must pass an official feed trial (khảo nghiệm) before it can be added. The legal basis is Article 37 of the Law on Animal Husbandry (32/2018/QH14) and Chapter III of Circular 94/2025/TT-BNNMT (in force 1 January 2026) ^41,42 VN-directCao. Circular 94/2025 sets the agency steps: a council reviews the trial protocol within 15 working days and the Department of Livestock Production and Animal Health (DLPAH) decides within 5 more; after the trial, recognition of the result takes 15 plus 5 working days; a recognised result is the basis for adding the material to the permitted list ⁴² VN-directCao.

That is about 40 working days of agency time (our calculation: 15 + 5 + 15 + 5), plus the trial itself, whose length the circular leaves to the approved protocol ⁴² VN-directCao. A total of 6 to 18 months from protocol to listing is the report's estimate, not a published figure; it depends mostly on trial length and on queues at the trial centres. The inputs are discussed in G. Regulation VN-directThấp.

For aquafeed, the permitted list in Appendix II of Circular 16/2026/TT-BNNMT (9 March 2026) has chemical, biological, microorganism, vitamin, amino-acid and enzyme sections but no raw-material section, so the status of insect meal, single-cell protein, microalgae biomass or duckweed in aquafeed is legally ambiguous ⁴³ VN-directCao. Enforcement has become sharper: Decree 211/2026/NĐ-CP (in force 5 August 2026) fines VND 10 to 15 million for each type of unlisted raw material used at lower values and VND 15 to 20 million at higher values, with an additional 1 to 3 months' suspension of feed production ⁴⁴ VN-directCao.

#Where trials are run

We found no published list of MAE-recognised private feed-trial facilities; the 2025 and 2026 decisions point founders to the state centres as the default route ⁴⁵ VN-directTrung bình. For trial batches, spare pelleting capacity is widespread: 269 industrial feed mills had 43.2 Mt a year of design capacity in 2023 and produced 20.8 Mt in 2022, about 48% utilisation ⁴⁹ VN-directTrung bình.

#L.6 Hi-tech parks and hi-tech agriculture zones

National hi-tech parks

The commonly cited total area of Hoa Lac (about 1,586 ha) could not be verified; we report the zone figures. The managing board's office is in Ha Dong ward under a Hanoi board for hi-tech and industrial parks, which suggests management moved from MOST to Hanoi; the transfer date was not verified ¹⁷ VN-directTrung bình. Both points are logged in R. Disagreements.

Hi-tech agriculture zones (Decree 263/2026)

Decree 263/2026/NĐ-CP, effective 1 July 2026, implements the Law on High Technology 2025 (133/2025/QH15) and lets provincial People's Committees set up hi-tech agriculture zones. Incentives include priority for state R&D funds and up to 70% interest subsidy on loans to commercialise technology ¹² VN-directTrung bình. This was read through a secondary summary of the decree; article numbers should be checked. Whether alternative-protein or biotech food processing counts as a hi-tech agricultural activity was not established.

Hanoi has a hi-tech agriculture plan to 2030 (Plan 73/KH-UBND, 12 March 2025; not read) ⁵⁴ VN-directThấp. The Ho Chi Minh City hi-tech agriculture park (Cu Chi) was not reached.

#L.7 Talent pipeline and gaps

Admission quotas (chỉ tiêu tuyển sinh), 2026

Readings:

• Can Tho University's three core codes total 860 places; with the three related programmes, 1,200 places, about 10% of its 11,850 total (our calculation: 1,200 / 11,850 = 10.1%) ¹³ VN-directCao.
• An aggregator gives Can Tho's 2026 total as "about 12,000, up about 1,400 on 2025"; we use the university's own figure of 11,850 ^13,55 VN-directCao.
• A national intake for the three codes is not established. Do not extrapolate from Can Tho: it is the Mekong's main agricultural university and is likely above average for aquaculture ¹³ VN-directTrung bình.
• Food technology and biotechnology degrees also exist at HUST, VNUA, Nong Lam, Can Tho, Nha Trang, Hue, Danang, IUH, Van Lang, HCMUT, IU and HCMUS; aquaculture at CTU, NTU, Nong Lam, VNUA and Hue ^20,33 VN-directTrung bình.

Skills picture. The gap is specialist rather than general. Vietnam produces fermentation, enzyme, nutrition and cell-culture researchers. The literature shows almost no one working on extrusion or texturisation, food-grade downstream processing of microbial biomass, sensory and structure work on meat analogues, protein-quality scoring (DIAAS), or cell culture of fish and livestock for food ^33,56 VN-directThấp. Startups in those areas should expect to import know-how and people, which adds cost and key-person risk.

Adjacent industrial talent. Biologics makers bring GMP bioreactor, QA and aseptic skills:

• Vietnam has 12 GMP-WHO veterinary vaccine plants making 218 vaccine types, each costing USD 30 to 40 million (December 2024) ⁵⁷ VN-directTrung bình.
• Vabiotech (Hanoi) makes a WHO-GMP recombinant hepatitis B vaccine expressed in yeast: the only local GMP precision-fermentation know-how found ⁵⁸ VN-directTrung bình.
• The VNVC vaccine plant in Tay Ninh (former Long An) is designed for 100 million doses a year and due to operate at the end of 2027; its budget was reported as VND 2,000 bn (May 2025) and VND 2,500 bn (July 2026) ^59,60 VN-directTrung bình.

Wages. No salary survey for food or biotechnology engineers was reached in either wave. The only statutory floor we use is the Region I minimum wage for 2026: VND 5,310,000 a month under Decree 293/2025/ND-CP ⁶¹ VN-directCao.

Diaspora. Vietnamese researchers abroad in alternative protein were not mapped: Scite returns only the first three authors and no affiliations ³³ VN-directCao.

#L.8 Engineering and equipment suppliers

Readings:

• No local maker of sanitary stainless fermenters, extruders or spray dryers was confirmed in either wave ^14,15 VN-directTrung bình. Plants are designed by foreign firms and fitted out by local contractors.
• Extrusion skills exist in feed. Haid's Vinh Long complex runs 7 fish-feed extruders ^65,66 VN-directTrung bình. These are feed-grade lines, not food-grade high-moisture extrusion, but they show that extrusion operators can be hired.
• Bioreactor makers (Sartorius, Eppendorf, Getinge-Applikon, Chinese makers) and their Vietnamese service coverage were not verified; every attempt failed, returned 404 or gave no country detail.
