7. Capital

Only one alternative-protein deal in Vietnam has exceeded USD 5 million: Entobel's insect-meal plant, financed by local private equity, a small development-finance ticket and a seafood exporter's offtake. Agritech venture capital in Vietnam was about USD 1 million in 2025. New state venture funds exist but are small. Globally, alternative-protein investment is at a cyclical low and has shifted towards fermentation and ingredients.

In one paragraph. Disclosed investment in Vietnamese alternative protein amounts to one real deal: Entobel's USD 32.5 million insect-meal project, financed by Mekong Capital, Dragon Capital and the IFC, with a seafood exporter as anchor buyer. We found no disclosed venture round for any Vietnam-based plant-based, fermentation, microalgae or cultivated company. Vietnamese strategic money has gone abroad instead. Vietnam's venture market raised about USD 509 million in 2025, of which agriculture took about USD 1 million, and there have been no technology IPOs for five years, so exits run through trade sales to strategic buyers. New state venture funds (national, Ho Chi Minh City, Hanoi) can now accept losses but are small. Globally, alternative-protein investment fell to USD 881 million in 2025 and is shifting towards fermentation and upstream ingredients, which is the part of the value chain where Vietnam's advantages lie.

We found no disclosed venture round for any Vietnam-based plant-based meat, plant-based dairy, precision-fermentation, microalgae or cultivated-meat company (coverage was limited by our search tools; absence in our log means "not found") 8 . Vietnamese strategic money has gone outward: Vinh Hoan into Singapore cultivated-seafood companies, VinaCapital Ventures into a Korean plant-based company 9,10,11 .

7.2 The Entobel template

Entobel is the only proven financing template for an alternative-protein asset in Vietnam 4,6,13,14 :

  1. A feed product, sold business-to-business into aquafeed, not a consumer brand.
  2. A local side-stream feedstock (brewery by-products) next to the plant.
  3. Local private equity as lead (Mekong Capital), with a local co-investor (Dragon Capital).
  4. A small development-finance ticket to de-risk and signal (IFC, USD 2.5 million), with a second DFI, Proparco, backing the lead fund as a limited partner in Mekong Enterprise Fund IV 15 .
  5. A strategic offtake from a seafood exporter (Vinh Hoan, at least 15,000 t over 2025 to 2027) and, later, a feed-major partnership (Skretting, November 2025).

The IFC noted in 2023 that private investors remained cautious because insect meal had not yet proved it could compete with fishmeal and soy on scale and price 16 . Replicating the template needs a company that can show a path to about USD 20 million or more of capital expenditure and a named anchor buyer.

  • Consumer-staples private equity reached a ten-year high of about USD 1.2 billion in 2025, while there were no technology IPOs in 2025 or the four years before 18,19 . A food or ingredient company's realistic exit is a trade sale to a strategic buyer or a private-equity buyout.
  • Plausible strategic acquirers by fit (not verified as interested) include Masan, Vinamilk, TH, Nutifood, Vinasoy/Quang Ngai Sugar, C.P. Vietnam, De Heus, Vinh Hoan, Minh Phu, Ajinomoto and Vedan. Revealed interest is verified only for Vinh Hoan, CJ CheilJedang (co-investor in Shiok) and VinaCapital 9,10,11 .

7.4 Development finance

The IFC is the only development finance institution with a direct Vietnamese alternative-protein ticket (Entobel, USD 2.5 million). Its Vietnamese agribusiness tickets otherwise run from about USD 20 million to 90 million (for example a USD 40 million warehouse-finance facility for TTC AgriS in 2023), and it supported Vietnam's first blue bond (SeABank, USD 25 million, 2024) 6,23,24 . ADB Ventures (tickets of USD 0.1 million to 4 million, climate lens) has backed insect protein and microbial oils elsewhere in Asia but has no Vietnamese agrifood deal 25,26 . Proparco reaches Vietnamese food businesses as an LP in local funds 15,27 . Other DFIs (FMO, DEG, BII, JICA, KfW, Finnfund, Norfund) were not verified.

7.5 State capital: new rules, small funds

  • Decree 264/2025 (in force 14 October 2025) lets national and local venture funds invest directly or as funds-of-funds, accept up to 50% portfolio loss per investment cycle, run 10 to 15 year cycles, and exempts managers from liability for "objective risk" losses 28,29 . The national fund (at least VND 500 billion of initial state capital) was still at proposal stage in June 2026 30 .
  • Ho Chi Minh City's venture fund has VND 500 billion (about USD 19 million; 40% state), lists biotechnology as a priority and planned its first one or two investments for the fourth quarter of 2026 31,32 .
  • Hanoi's venture fund was established in April 2026 with VND 230 billion (47.8% state) and a cap of 5% of the fund per investment (about USD 0.45 million); high-tech agriculture and biotechnology are among its priorities 33,34 .
  • NATIF (National Technology Innovation Fund) offers interest subsidies of 50% (capped at 6% a year) for up to five years, but only to profitable borrowers with bank loans; the 2026 round closed on 20 September 35,36 .
  • Credit: Decree 156/2025 gives organic and circular agriculture the same credit treatment as high-tech agriculture 37 .

These tickets fit pilot plants, not production plants. The state has not yet named alternative protein or biomanufacturing as a fund priority.

7.6 Grants and philanthropy

  • Coefficient Giving's alternative-protein R&D request (up to USD 30 million across two rounds; USD 0.1 million to 5 million per award; for-profits and international applicants eligible) closed on 10 August and 15 September 2026, with decisions due by the end of 2026. Its topics included fish flavour, off-flavours, fat alternatives and egg replacement 38 .
  • The GFI Research Grant Program is closed with no reopening date 39 ; we found no Navigation Fund alternative-protein request on its pages 40 .
  • The Bezos Earth Fund has committed USD 1 billion by 2030 to its Future of Food programme, including grants on AI for alternative protein, with no open call found 41 .
  • ACIAR funds 23 Vietnamese projects (AUD 5.4 million in 2025/26), commissioned through Australian partners, none on alternative protein 42 .
  • Accelerators: Better Bite Ventures (USD 100,000 to 200,000 cheques) and Big Idea Ventures (USD 200,000 through its programme) are the regional early-stage specialists; the ProVeg Incubator offers up to USD 300,000 including in-kind support 43,44,45 .

Grant windows are episodic. Vietnamese groups need an international co-applicant and a ready proposal before windows open.

7.7 The global and regional context

  • Global alternative-protein investment was USD 881 million in 2025 (plant-based 450, fermentation 357, cultivated 74) and USD 359 million in the first half of 2026. In the second quarter of 2026, fermentation took about USD 132 million of roughly USD 197 million 46 . Valuations "have reset" 47 .
  • Global agrifood-tech funding was flat at USD 16.2 billion in 2025, with upstream categories (farm, food production and biological systems) up 7% 48 .

Reading. Money that still flows goes to fermentation and to upstream ingredients with "tangible science, real unit economics and clear paths to revenue" 48. That is the part of the value chain where Vietnam's advantages (feedstock, feed demand, processing skills) lie, and the opposite of a consumer-brand play.

7.8 What this means

  • Investors: there is no venture track record in Vietnamese alternative protein. A thesis must rest on B2B feed or ingredient revenue, a named strategic buyer, and a structure like Entobel's (private-equity lead, DFI support, offtake). Expect to underwrite capital intensity, not consumer growth (Economics).
  • Startups: realistic first cheques are angels and family offices, regional seed specialists (USD 0.1 to 0.3 million), ADB Ventures (up to USD 4 million, climate lens), and from late 2026 the Ho Chi Minh City and Hanoi funds. A Singapore holding company, as Entobel used, eases foreign investment.
  • Policy makers: naming "alternative protein and biomanufacturing" as a priority in the rules of the national and local venture funds would cost little. A grant or first-loss window for pre-revenue pilot plants would fill the gap between research grants and private equity that NATIF's profit test leaves open.
  • International bodies: the IFC and ADB Ventures precedents transfer directly; a pooled first-loss tranche for a first Vietnamese fermentation-feed plant, or DFI co-investment with a local fund, would target the gap.
