Lý do Việt Nam cần protein thay thế nằm ở phía cung: Việt Nam sản xuất đạm động vật quy mô lớn nhưng dựa vào đạm thực vật nhập khẩu. Việt Nam dồi dào tinh bột, có kỹ năng lên men và nhiều người mua thức ăn chăn nuôi, nhưng thiếu nguyên liệu đạm, cơ sở thử nghiệm, quy định cho thực phẩm mới và vốn mạo hiểm. Cơ hội gần nhất là đạm thực vật tạo cấu trúc sản xuất trong nước và phụ gia vi sinh chức năng cho thức ăn thủy sản; đòn bẩy chính sách quan trọng nhất là một điều khoản về thực phẩm mới trong Luật An toàn thực phẩm sửa đổi (dự kiến trình Quốc hội cuối năm 2026), hai điều chỉnh danh mục thức ăn chăn nuôi và năng lực lên men thử nghiệm dùng chung. Nhìn tới năm 2050, nhu cầu khô đậu tương tăng từ 7,2 lên khoảng 10,4 triệu tấn nếu giữ xu hướng hiện nay; mức giảm nhờ nâng hiệu quả sử dụng thức ăn lớn gấp khoảng hai lần mức giảm nhờ protein thay thế; và chín biện pháp không hối tiếc có lợi trong cả bốn kịch bản năm 2050.

  1. 1SummaryVietnam's case for alternative protein is a supply case: it makes animal protein at scale on imported plant protein. It is rich in carbohydrate, fermentation skills and feed buyers, and short of protein ingredients, pilot capacity, rules for new foods and venture capital. Near-term opportunities are domestic textured plant protein and functional microbial ingredients for aquafeed; the main public levers are a new-food clause in the Food Safety Law expected before the National Assembly in late 2026, two feed-list fixes and shared pilot capacity. Looking to 2050, soybean-meal need rises from 7.2 Mt to about 10.4 Mt on trend; feed efficiency cuts it about twice as much as alternative protein; and nine no-regret moves pay off in all four 2050 scenarios.

  3. 3PlaysWe turn the evidence into ten concrete plays, each with what must be true, the tests that would kill it, first customers and a time horizon, and score them on seven criteria with weights that each audience can change. Domestic textured plant protein, functional microbial feed ingredients and a cassava-to-fermentation-sugar hub lead under almost every weighting. Shared pilot and tolling capacity is the enabler most of the others need. Bulk fishmeal replacement is marginal, precision fermentation fits only as contract-made niche products, and cultivated seafood is research. Six public goods would lower the cost of every play.
  4. 4Policy optionsMost of what would move alternative protein forward in Vietnam is cheap: a one-line delegation clause in the Food Safety Law expected before the National Assembly in late 2026, a joint note on precision-fermented proteins, and two feed-list fixes. The expensive items are shared infrastructure: a pilot fermentation line and trial and testing capacity. We set out 33 options, rank the 24 that are current by impact, effort and timing, and name the owning agency and the instrument to amend for each.
  5. 5Scenarios 2050We cross two external uncertainties, whether imported feed protein comes under chronic stress and whether Asia's fermentation market stays open or falls under Chinese price dominance, to give four internally consistent worlds for 2050: Regional workshop, Comfortable price-taker, Security build-out and Squeezed importer. Each extends one of the 2035 scenarios in chapter 13 and comes with signposts. Stress-testing the sixteen plays of chapter 11 against them shows that the public infrastructure plays hold in every world, most business plays hold with conditions, and two (bulk fishmeal replacement and high-value precision fermentation) are bets that need signposts. These are scenarios, not forecasts.
  6. 6Robust movesTesting 21 candidate moves against the four 2050 worlds gives nine no-regret moves that pay off in all of them: a national protein and feed balance, a feed-efficiency and formulation programme, new-food and new-feed routes with deadlines, shared pilot and trial capacity, a protein-quality laboratory with an open price series, residue-carbon rules, an omega-3 sourcing plan, climate-proof siting and process-engineering skills. Six options are cheap to hold, four bets should wait for named signposts, and two hedges limit the damage of bad worlds. Most no-regret moves are public, cheap and can start in 2026 to 2028.
